Public Notices

The Knox County Department of Air Quality Management (Air Quality) provides public participation opportunities in the following areas: Air Pollution Control Board meetings, draft regulatory revisions, proposed construction and/or modification of air contaminant sources, draft Title V operating permits and draft permits establishing federally enforceable limits.

Air Quality will provide at least 30 days for public comment and will give notice of any public hearing at least 30 days in advance of the hearing. Written comments on public noticed actions must be submitted using one of the following methods:

As required by Section 26-34 of the Knox County Code, the Knox County Department of Air Quality Management (Air Quality) is providing notice of the Air Pollution Control Board meetings which are open to the public. Also, Air Quality is providing the public with an opportunity to review and submit written comments and/or attend a public hearing on draft regulatory revisions.

The Air Pollution Control Board meeting agenda and draft regulatory revisions, if applicable, are available for review during regular business hours at the Air Quality office located at 140 Dameron Avenue, Knoxville, TN 37917. Also, an electronic copy of the materials is available below. Written comments must be received before the Air Pollution Control Board meeting.

As required by Knox County Air Quality Management Regulation Section 25.1-E, the Knox County Department of Air Quality Management is providing the public the opportunity to submit written comments on the proposed construction and/or modification of air contaminant source(s) as noted below. To be considered, written comments must be received no later than 4:30 PM on the last day of the public comment period.


Public Notice

DC Foundations Inc. has applied to modify the concrete crushing facility located at 2035 Sutherland Avenue, Knoxville, TN 37921. The existing operation consists of a portable crusher and portable screener. The requested modification is to replace the current portable crusher with a 555 TPH portable crusher utilizing wet suppression as a control. Questions concerning the source(s) may be addressed to Amy Mullikin at (865) 215-5900 or by e-mail at amy.mullikin@knoxcounty.org.

To be considered, written comments must be received no later than July 15, 2021.

 

As required by Knox County Air Quality Management Regulation (KCAQMR) Section 25.70, the Knox County Department of Air Quality Management (Air Quality) is providing the public opportunity to review, submit written comments, and request a public hearing on a draft major source (Title V) operating permit as noted below.

Republic Plastics, L.P. – K1 Plant has applied for a renewal of their major source (Title V) operating permit for the polystyrene foam products manufacturing facility located at 5316 S National Drive, Knoxville, TN 37914. Questions concerning the source(s) may be addressed to Coby Webster at (865) 215-5900 or by e-mail at coby.webster@knoxcounty.org.

EPA has agreed to treat this draft major source (Title V) operating permit as a proposed major source (Title V) operating permit and to perform its 45-day review provided by the law concurrently with the public notice period. If any substantive comments are received, EPA’s 45-day review period will cease to be performed concurrently with the public notice period. In this case, EPA’s 45-day review period will start once the public notice period has been completed and EPA receives notification from Air Quality that comments have been received and resolved. The status regarding EPA’s 45-day review of these permits and the deadline for submitting a citizen’s petition can be found on EPA’s website at: https://www.epa.gov/caa-permitting/tennessee-proposed-title-v-permits.

The application materials and draft major source (Title V) operating permit are available for review during regular business hours at Air Quality’s offices located at 140 Dameron Avenue, Knoxville, TN 37917.
