Martha Phillips is the Clerk of Fourth Circuit Court, as well as of General Sessions and Criminal Court. She has chosen Chief Deputies Debbie Sewell (R) and Jean Smathers(L) to handle the day-to-day operations of the Fourth Circuit office.
