Public meetings have been set for February 20th and April 9th by the Knox County Community Development (KCCD) Department. The hearings are to review the 2008 Annual Action Plan Update to the 2005-2010 Consolidated Plan, which detail how Knox County uses funds to address priority needs. This year, Knox County anticipates receiving the following funds from the U.S. Department of Housing and Urban Development:
- Community Development Block Grant (CDBG)—$996,249
- HOME Investment Partnership programs (HOME)—$398,387
- American Dream Downpayment Initiative (ADDI)—$3,376
The February 20th meeting is set for 10:00 a.m. in the Community Room of the Family Investment Center at 400 Harriet Tubman Street. At this meeting, area non-profits, for-profits, and members of the community can pick up a CDBG application and ask questions about the funding.
Applications for CDBG assistance must be submitted to KCCD by 4:30 p.m. on Friday, February 29th. Late applications will not be reviewed. If you need special assistance or accommodations for this or the following meeting, contact KCCD at least three days prior to the public hearing.

On April 9th at 5:30, again at the Family Investment Center, the public is invited to share comments about the County’s proposed one-year Action Plan, as well as the funding goals for housing, homelessness, and community development. Comments will be incorporated into the proposed Plan. Anyone unable to attend this meeting can send written comments to Action Plan Comments, KCCD Office, City/County Building, Suite 345, 400 Main Street, Knoxville, TN 37902-2405. Comments must be received by Tuesday, May 6, 2008.
To qualify for Federal HUD funding, Knox County must complete a consolidated plan every five years and provide yearly updates. The CDBG, HOME and ADDI portions of the plan cover all areas of Knox County. Drafts of the 2008 Action Plan will be available online, in all public libraries, and at the Knox County Public Housing Authority by April 8, 2008.
