The Consolidated Annual Performance and Evaluation Report (CAPER) is an annual report required by the U.S. Department of Housing and Urban Development (HUD). Each jurisdiction receiving Community Development Block Grant (CDBG), HOME Investment Partnerships, Emergency Shelter Grant (ESG) and Housing Opportunities for Persons With AIDS (HOPWA) funds must review the progress it has made in carrying out its Consolidated Plan and report on that progress.
Knox County’s CAPER contains:
1) A summary of resources and programmatic accomplishments;
2) The status of actions taken during the report year to implement the overall strategy defined in the County’s Consolidated Plan; and
3) A self-evaluation of progress made during the past year in addressing identified priority needs and objectives.
