Commissioner Phil Guthe
4th District

Phil GuthePhil Guthe represents the Fourth District on the Knox County Commission.  Guthe was first elected in 1998 and was reelected in 2002 without opposition in the primary or general elections. 


Phil Guthe has been an independent general insurance agent since 1975.  Commissioner Guthe has been active in insurance industry matters across the State of Tennessee.  Guthe earned his Certified Insurance Counselor designation in 1978 and has taught insurance classes to fulfill continuing education requirements and pre-licensing schools for the State of Tennessee. Phil Guthe is a partner in the firm Guthe Insurance located in the heart of the fourth district in Bearden.

Commissioner Guthe serves on the Intergovernmental Committee and the Board of Zoning Appeals. Commissioner Guthe is Chairman of the Knox County Pension Board.

Phil Guthe graduated from Bearden High School in 1972.  Commissioner Guthe attended Cumberland College in Williamsburg, Kentucky on a basketball/baseball scholarship. Guthe tansferred to the University of Tennessee into the College of Business Administration to complete his education.

Commissioner Guthe has long been active in civic affairs and is a member of the CAC Leadership Class of 1999.  Guthe is a member of the Board of Zoning Appeals for the City of Knoxville and the University Club.  Phil Guthe is also a lifetime member of Kiwanis International.  Commissioner Guthe was also very proud to be an inaugural recipient of the Community Cornerstone Award.

Phil Guthe is married to the former Terrye Broome.  Commissioner and Mrs. Guthe are the proud parents of five children:  Andy, Erin, Neal, Boone, and Max.  The Guthes are members of Cedar Springs Presbyterian Church.
