THE CHAIRMAN OF THE KNOX COUNTY COMMISSION SHALL CONFIRM RECEIPT OF ITEMS AND SET THE FINAL JANUARY AGENDA OF THE KNOX COUNTY COMMISSION AT 1:30 P.M. ON WEDNESDAY, JANUARY 8, 2014 VIA EMAIL AND TELEPHONE CONFERENCE WITH THE COMMISSION OFFICE.

15.   Consideration of a Resolution of the Commission of Knox County, Tennessee approving Amendment No. One to the Community Housing Development Organization (CHDO) agreement with Neighborhood Housing, Inc. relative to the construction of four (4) single family homes located in the River Meadows Subdivision in Mascot, which amendment provides for multiple changes to the agreement, including but not limited to the Scope of Services, Term, Affordability Requirements, and Project Timeline. 16.   Consideration of a Resolution of the Commission of Knox County, Tennessee approving a $441,570.00 Grant Contract between the State of Tennessee Department of Health and the Government of Knox County d/b/a Knox County Health Department for the provision of Human Immunodeficiency Virus (HIV) Infection and Acquired Immunodeficiency Syndrome (AIDS) Center of Excellence (COE) program for the period beginning April 1, 2014 and ending March 31, 2014. 20.   Consideration of a Resolution of the Commission of Knox County, Tennessee approving a Tennessee Agriculture Enhancement Program Grant in the amount of $1,000.00 for promotion of the New Harvest Park Farmers Market.

21.   Consideration of a Resolution of the Commission of Knox County, Tennessee 1) directing the Knox County Finance Director to, subject to Knoxville City Council's action of same, put a hold on implementing the City-County Building Garage monthly parking rate increase effective January 1, 2013 to $60.00 for Knox County employees paying the full rate and $30.00 for those employees paying the 50% rate and 2) requesting the City-County-PBA Parking Committee to reconvene, subject to Knoxville City Council's action of same, as recommended in the City-County-PBA Parking Committee Report dated May 18, 2010, to review the parking rate and structure and other matters affecting parking policies and submit its findings and recommendations to the County Commission, City Council, Board of Education and PBA Board of Directors for their consideration and approval. 23.   Consideration of a Resolution of the Commission of Knox County, Tennessee authorizing the Industrial Development Board of the County of Knox to accept from Southeastern Housing Foundation payments in lieu of ad valorem taxes with respect to the Historic Knoxville High property.  The payments in lieu of ad valorem taxes are to be paid annually for not less than 10 years or not more than 15 years, and no more than $18,500.00.

24.   Consideration of a Resolution of the Commission of Knox County, Tennessee approving a state supplement grant contract between Knox County Juvenile Court and the State of Tennessee Department of Children's Services for a 5 year contract in the amount of $45,000.00 (5 years x $9,000/year).  This grant is used to supplement the salary of one Juvenile Court Probation Officer.

MPC Recommendation: ADOPT RESOLUTION #12-A-13-SP, amending the Northwest County Sector Plan to LDR (Low Density Residential), STPA (Stream Protection Area) and SLPA (Slope Protection Area) and recommend the Knox County Commission also approve the sector plan amendment, to make it operative.
